Clarington adopts 2026 budget update; average household up $56.40 on municipal taxes

On Dec. 12, 2025, Clarington adopted its 2026 Budget Update, revising the 2024–27 operating budget. In 2026, the average household will pay $56.40 more on the municipal portion of the property tax bill, a 0.99 percent increase.

The update affects the Clarington share of property tax bills and sets funding priorities for local facilities and infrastructure. Clarington’s share accounts for 33 percent of the total bill; the Region of Durham sets 50 percent and school boards set 17 percent.

Major projects moving forward include the South Bowmanville Recreation Centre, which will include an aquatics centre. The plan also calls for construction of a new operations depot, a fire station and training facility, and exploration of a twin-pad expansion at the South Courtice Arena.

The update advances the municipality’s asset management plan and adds technology for customer service and financial systems.

The average household impact is based on an MPAC average property assessment of $402,507.

The update references the 2024–27 Strategic Plan and the Parks, Recreation and Culture Master Plan. The Strategic Plan incorporated nearly 2,500 resident responses, and the Parks, Recreation and Culture Master Plan included input from more than 3,000 participants.
