Clarington approves Ontario Heritage Act permit to remove two structures at 2656 Concession Road 4 in Darlington

Clarington council has approved a heritage permit under the Ontario Heritage Act to allow the demolition and removal of two structures at 2656 Concession Road 4 in Darlington: a one-storey brick rear wing and a one-storey wooden outbuilding connected to an existing farmhouse dwelling. Council considered the application on Jan. 26, 2026, and the notice of decision is dated Feb. 9, 2026.

The decision concerns a property designated under Part IV, Section 29 of the Ontario Heritage Act, which means demolition or removal work on the designated property requires a heritage permit approved by council.

Council approved the Heritage Permit Application (File No. HPA2025-008) under Section 34 of the Ontario Heritage Act.

As a condition of the permit, the work must be carried out “substantially in accordance with” two reports. One is a revised Heritage Impact Assessment prepared by Archaeological Resources Inc., dated Dec. 10, 2025.

The second document is a Heritage Demolition Advisory Report prepared by MVW Construction & Engineering Inc., dated Nov. 17, 2025.

The Municipality of Clarington is listed as the applicant for the permit and is also identified as the owner of the property.

Under Part IV, Section 34.1 of the Ontario Heritage Act, only the owner of the property may appeal a council decision on a Section 34 heritage permit application to the Ontario Land Tribunal. Because the municipality is the owner, the notice does not include appeal instructions.
