Clarington committee to hear four development proposals in Bowmanville and Newcastle May 11
Clarington’s Planning and Development Committee is scheduled to hear four development proposals in Bowmanville and Newcastle at a public meeting on Monday, May 11, 2026, starting at 6:30 p.m. The meeting is set for council chambers at the Municipal Administrative Centre, 40 Temperance St., Bowmanville, and will also be available online with a livestream at clarington.net/calendar.
Clarington’s notice emphasizes that the proposals are not approved projects and are part of the municipality’s planning process.
One proposal is for 933 Mearns Ave. in Bowmanville. According to the Municipality of Clarington, Batory Planning + Management filed applications on behalf of Mearns Avenue Limited Partnership seeking official plan and zoning changes, along with subdivision and site plan approvals.
The proposal would allow for 458 residential units across three areas. Site A, on the west side of the property, proposes 215 link townhouses, 52 street townhouses and 18 semi-detached units. Site B, on the northeastern side, proposes a 90-unit apartment building on a private lane. Site C, southeast of Site B, proposes 81 townhouses and two semi-detached units, the municipality’s notice says.
A second proposal covers lands in northeast Bowmanville generally located south of Concession Road 3, west of Providence Road, east of Soper Creek, and north of the local CPKC railway, according to the notice. The municipality said Malone Given Parsons Ltd. submitted applications on behalf of the NE Bowmanville Landowners Group for regional and local official plan amendments.
Clarington said the proposal would enable residential and mixed-use development on lands added to the Bowmanville Urban Area through the 2024 Durham Region Official Plan. The site area is 121 hectares (299 acres).
A third proposal is for 45 Raynes Ave. in Bowmanville, the Goodyear Lands. The municipality said The Biglieri Group Ltd. submitted zoning change and subdivision applications on behalf of Lifelong Group of Companies Inc.
The proposal would redevelop the site with multiple high-density, mixed-use blocks containing approximately 3,200 residential units and 9,890 square metres of non-residential space, with building heights ranging from four to 25 storeys, according to the notice. The plan also proposes retaining and adaptively reusing two heritage buildings and the smokestack. The site area is approximately 15.87 hectares (39.21 acres).
The fourth proposal is in Newcastle at 3574 Concession Road 3 and 3171 Highway 115. Clarington said Bousfields Inc. filed regional and local official plan amendment applications on behalf of Tribute Newcastle Limited Partnership and Littlewalsh Developments Inc.
According to the municipality, the applications propose an 88-hectare expansion of the Newcastle Urban Settlement Boundary and a change in land-use designation: to “Community Areas” in the Durham Region Official Plan (Envision Durham) and “Urban Residential” in the Clarington Official Plan.
