Clarington Committee to Review Two Newcastle Housing Developments on June 16
Two residential development proposals will be reviewed by Clarington’s Planning and Development Committee on Monday, June 16, 2025, at 6:30 p.m. The meeting will happen in Council Chambers at the Municipal Administrative Centre, 40 Temperance Street, Bowmanville, and can also be viewed via live stream at www.clarington.net/calendar.
This public meeting starts the planning process for the two Newcastle projects. According to the Municipality of Clarington, residents can participate by providing input either in person or online.

Registration is not required for in-person speakers.
The first proposal, submitted by GHD Limited for Douglas Humphrey, seeks a zoning by-law amendment and draft plan of subdivision for a site on Bennett Road, immediately north of the CN Railway in Newcastle. The application is for 160 residential units, comprising 60 back-to-back townhouses and 100 apartment units. The proposal also includes a parkette and underground parking on a 2.55-hectare (6.30-acre) parcel. Municipal staff report that the plan conforms to Clarington's Official Plan requirements for the area.
The second proposal, submitted by GHD Limited for Rice Development Corporation, concerns 6 Wilmot Creek Drive in Newcastle. This 30.71-hectare (75.89-acre) plan seeks approval for approximately 1,755 units. These include 114 street-related townhouses, 269 condominium townhouses, and 1,372 apartment units. The development would also include 1,700 square metres of retail space within four mixed-use buildings, two parkettes, open space blocks, a stormwater management facility, and underground parking. Staff note that this proposal also conforms to the Official Plan requirements.
