Clarington Council Examines Updated Development Charge Proposals

On April 7, 2025, the General Government Committee in Clarington convened to discuss updates on the 2025 Development Charges Study and Community Benefits Charges Strategy. Jackie Hall from Hemson Consulting led the presentation, detailing various aspects of the development focused strategy, including compliance with statutory exemptions under the Development Charges Act (DCA).

A key part of the discussion included proposed residential and non-residential development charge rates as well as a forecast for developments up to 2034. Hall specifically highlighted the municipal-wide capital program projected within this period and its implications for local projects.

Importantly, the proposed Community Benefits Charge rate was discussed, which is positioned to be at a maximum of 4 percent of the land value. This follows the regulatory framework provided by provincial legislation concerning charges on developments.

The committee emphasized the importance of public engagement and feedback regarding these updates, which form a crucial part of the local government's fiscal strategies. However, it is understood that no immediate decisions have been made, but rather the meeting served as a platform for proposal and feedback.
