Clarington sets Dec. 8 public meeting on subdivision at Bloor and Trulls and fill proposal on Regional Road 20
Clarington’s Planning and Development Committee will hold a public meeting on Monday, December 8, 2025, at 6:30 p.m. in Council Chambers at the Municipal Administrative Centre (40 Temperance Street, Bowmanville) and online, to hear two applications: a 370‑unit residential proposal at Bloor Street and Trulls Road in Courtice and a commercial fill proposal at 3061 Regional Road 20 in Darlington.
The applications are at the start of the planning process and have not been approved. Residents may provide input at the meeting. Those wishing to speak online must pre‑register by Wednesday, December 3 at noon; in‑person attendees may address the committee without pre‑registration. The Biglieri Group Ltd. has applied on behalf of Cedardale Realty Holdings Inc. for an Official Plan Amendment, Zoning By-law Amendment and Draft Plan of Subdivision for land at the southeast corner of Bloor Street and Trulls Road (PT Lot 30, Concession 1, Former Township of Darlington). The proposal outlines 370 residential units on 8.08 hectares (19.97 acres), including:
- Low‑density area: 77 single‑detached homes and 64 street townhouses.
- Medium‑density corridor: 229 units, including street and link townhouses, a six‑storey residential apartment, and a six‑storey mixed‑use apartment with ground‑floor commercial space.

At 3061 Regional Road 20, The Biglieri Group Ltd., on behalf of 1829963 Ontario Inc., seeks an Official Plan Amendment and Zoning By-law Amendment to permit a commercial fill operation on a former aggregate pit licensed under the Aggregate Resources Act. The proposal would raise the site above the grades in the approved Rehabilitation Plan to level the pit with surrounding terrain. The project would import approximately 60,000 cubic metres of clean fill per year, for a total of about 300,000 cubic metres. The site area is 30.6 hectares (75.6 acres).
