Clarington sets Jan. 19 public meeting on two Courtice development proposals

Clarington’s Planning and Development Committee will hold a public meeting on Monday, January 19, 2026, at 6:30 p.m. to review two development applications in Courtice. The meeting will take place in Council Chambers at the Municipal Administrative Centre, 40 Temperance Street, Bowmanville, and will also be available by livestream.

Both proposals are at the start of the planning process and are not approved. Residents may attend in person or watch online. Those wishing to speak may do so by following the registration procedures and deadlines.

Minto Communities Inc. has applied for a Zoning By-law Amendment and Draft Plan of Subdivision at 2149 Courtice Road in Courtice. The municipality says the proposal conforms to Clarington’s Official Plan for the area. It would allow a maximum of 340 residential units: 269 single-detached homes and 71 street townhouses. The plan also identifies three medium-density regional corridor blocks, a high-density residential block, a neighbourhood park, a stormwater management block and open space blocks. The site area is 39.85 hectares (98.47 acres).

Weston Consulting, on behalf of 1725596 Ontario Ltd., has applied for a Zoning By-law Amendment and Draft Plan of Subdivision at 113 Down Road in Courtice. The application seeks approximately 2,500 low- and medium-density residential units in the form of semi-detached dwellings, townhouses, stacked townhouses and apartment buildings, as well as mixed-use blocks. The site area is 52 hectares (128 acres).

Residents may watch the meeting livestream at www.clarington.net/calendar. Those wishing to speak online must pre-register at www.clarington.net/delegations by Wednesday, January 14, 2026, at noon. In-person attendees may speak without pre-registering.

Under Section 34(19) of the Planning Act, an appeal may be filed only by the applicant, the registered owner, the Minister of Municipal Affairs and Housing, or a specified person or public body with an interest in the matter.
