Durham Council Changes Development Charge Adjustment Date to November 2025

The Regional Municipality of Durham Council passed By-law No. 2025-028 on June 25, 2025, to amend the Regional Residential and Non-Residential Development Charge By-law No. 42-2023. The amendment changes the scheduled adjustment date for development charges from July 1 to November 1, 2025.

According to the official notice, the adjustment will be made based on the Statistics Canada Quarterly, Construction Price Statistics, using catalogue number 62-207 for the most recently available annual period ending March 31.

The Regional Municipality of Durham stated that By-law No. 2025-028 applies to all lands within the region, except for water supply and sanitary sewerage services for lands in the Seaton Community. The complete text of the by-law is available for examination at the office of the Regional Clerk in Whitby during regular business hours.
