Durham Council Postpones Transit Development Charge Adjustment to November 2025

The Council of The Regional Municipality of Durham passed By-law No. 2025-027 on June 25, 2025, amending By-law No. 39-2022 regarding development charges for transit services. The amendment changes the date for the next adjustment of these charges from July 1, 2025, to November 1, 2025.

The change sets a new timeline for when transit service development charges will be updated, affecting the schedule for charge adjustments across all lands in the Regional Municipality of Durham. The adjustment will use data from the Statistics Canada Quarterly, Construction Price Statistics (catalogue number 62-207) for the most recent annual period ending March 31, as specified in the amendment.

According to the public notice, By-law No. 2025-027 applies to all lands within the Regional Municipality of Durham. The full text of the by-law is available for review at the office of the Regional Clerk in Whitby during regular business hours, Monday to Friday, 8:30 a.m. to 4:30 p.m. The by-law was passed under Section 19 of the Development Charges Act, 1997.
