Durham to hold June 10 public meeting on Hopkins Street widening and rail grade separation in Whitby

Durham Region is starting a Municipal Class Environmental Assessment for plans to reconstruct and widen Hopkins Street (Regional Road 36) in Whitby from Consumers Drive (Regional Road 25) to Dundas Street, including a two-way centre left-turn lane and a grade separation at the Canadian Pacific Kansas City rail corridor. The region will hold a Public Information Centre on June 10, 2026, from 6 to 8:30 p.m. at Anderson CVI School, 400 Anderson Street.

The study and meeting could affect how people drive, walk and cycle along Hopkins Street and how traffic moves near the rail corridor. The Public Information Centre is intended to show the region’s preferred design and gather public feedback before the work advances.

Durham Region’s notice says the preferred design includes reconstructing Hopkins Street, widening it to add the two-way centre left-turn lane, making intersection modifications, and building a grade separation within the study area.

Durham’s 2017 Transportation Master Plan identified widening Hopkins Street and separating the road from the rail corridor as the preferred solution to address what the plan described as operational deficiencies, road safety, active transportation infrastructure and increasing traffic volumes, according to the notice.

The notice also states that the first two phases of the environmental assessment planning process were completed through the 2017 master plan work and were reconfirmed through background work for the current study.

Materials shown at the Public Information Centre will be posted starting June 11, 2026, at durham.ca/HopkinsStreetEA, according to Durham Region.

Durham Region said the study will conclude with a Project File Report that will be available for a 30-day public review period. The region said it will issue a Notice of Study Completion to inform the public when the report is available.
