Nov. 10 public meeting on four development proposals in Bowmanville and Clarke
Four development proposals will go to Clarington’s Planning and Development Committee on Monday, Nov. 10, 2025, at 6:30 p.m. in Council Chambers at the Municipal Administrative Centre, 40 Temperance Street, Bowmanville. A livestream will be available at www.clarington.net/calendar.
The applications are at the start of the planning process and have not been approved. The Municipality of Clarington is required to process development applications; staff will review the proposals and consider public comments before any decisions are made.
At 3071 Bowmanville Avenue in Bowmanville, KLM Planning Partners Inc., on behalf of 2265719 Ontario Inc., has applied for an Official Plan Amendment and a Zoning By-law Amendment for a phased mixed-use development with 771 units. Plans include 636 units in two mixed-use apartment buildings (7 to 9 storeys) and two mid-rise apartment buildings (5 to 6 storeys), plus 75 link townhouses and 60 stacked townhouses. The site plan shows a town square, private outdoor amenity space, two levels of underground parking and about 2,000 square metres of retail on a 4.63-hectare site. At 3565 Regional Road 20 in Clarke, MHBC Planning Urban Design & Landscape Architecture, on behalf of CRH Canada Group Incorporated, has applied for an Official Plan Amendment and a Zoning By-law Amendment to establish an asphalt plant and a concrete batching plant within an active mineral aggregate operation licensed under the Aggregate Resources Act. The facilities would operate for the duration of the aggregate operation and be removed as part of the site’s final rehabilitation. The site area is approximately 88.29 hectares. At 91 and 95 Baseline Road West in Bowmanville, Zelinka Priamo Ltd., on behalf of Loblaw Companies Ltd., has applied for an Official Plan Amendment and a Zoning By-law Amendment to permit a supermarket within the existing buildings. At 2305 Highway 2 in Bowmanville, IGP Realty Advisors, on behalf of Suncor Energy Inc., has applied for a Zoning By-law Amendment for a new eating establishment with a drive-through and a convenience store with a combined gross floor area of 287.5 square metres.
