Ontario awards Clarington $2,877,680 from Building Faster Fund
Ontario announced on Nov. 14, 2025, that Clarington will receive $2,877,680 from the second round of the Building Faster Fund, which rewards municipalities that reach at least 80% of their assigned housing targets. Clarington started 899 new homes in 2024, meeting 83% of its target.
The money can be used for housing- and community-enabling infrastructure. Announced in August 2023, the Building Faster Fund is a three-year, $1.2‑billion program intended to encourage faster approvals and homebuilding.
“The Building Faster Fund is just one way we are creating the conditions to get shovels in the ground, complementing recent actions like the Fighting Delays, Building Faster Act, and rebating the provincial portion of HST for first-time home buyers,” Minister of Municipal Affairs and Housing Rob Flack said.
The province linked the funding to recent housing and infrastructure legislation, including the Fighting Delays, Building Faster Act, 2025; the Protect Ontario by Building Faster and Smarter Act, 2025; and measures in the 2025 Ontario Economic Outlook and Fiscal Review. According to the province, the legislation includes measures to streamline development processes and reduce costs in partnership with municipalities.
Mayor Adrian Foster said the funds will be invested in infrastructure to support new neighbourhoods. “As we proactively plan for Clarington’s steady growth, we’re pleased to receive the Building Faster Fund, which will be invested in the infrastructure needed to support new neighbourhoods,” Foster said.
The Building Faster Fund is complemented by nearly $81 million for municipalities across Durham Region through the Municipal Housing Infrastructure Program, including more than $509,000 for Clarington.
Ontario recorded 17,202 rental housing starts from January to September 2025, up more than 38% from the same period in 2024. The province said this is the highest level of rental starts on record for that time of year. The deadline for municipalities to spend Building Faster Fund awards has been extended to 2028.
