Public comments open on Whitby Water Supply Plant intake work under federal navigation review

Durham Region has submitted an application to the federal Minister of Transport for work at the Whitby Water Supply Plant intake on Lake Ontario and is accepting written public comments within 30 days of the posting date, as required under the Canadian Navigable Waters Act.

The review falls under Transport Canada’s Navigation Protection Program. The project is part of the Lake Ontario Monitoring System and involves installing specialized equipment at the plant’s intake in Whitby. The worksite is in Lake Ontario at approximately 43.837501° N, -78.921669° W.

The application is listed with Registry Number 13328 and NPP File Number 2025-415269. Durham Region is in detailed design and environmental permitting for the project at the Whitby facility.

Written comments may be submitted through the federal Common Project Search portal by referencing the registry or file number and following the site instructions. Comments may address the potential effect of the work. Comments may also be sent by mail or email to Transport Canada’s Navigation Protection Program; submission details are provided in the public notice and on the federal project listing. Only written comments received by the deadline will be considered. Correspondence must reference NPP File Number 2025-415269.

Transport Canada’s Navigation Protection Program may contact commenters for additional information. Transport Canada does not publish comments submitted through the portal or by mail.
