Public meeting Oct. 20 on Bowmanville 222‑unit plan and Clarke dwelling severance

Clarington’s Planning and Development Committee will hold a public meeting on Monday, October 20, 2025, at 6:30 p.m. to consider two planning applications: a 222‑unit residential proposal at 2600 and 2798 Green Road in Bowmanville and Official Plan and Zoning By-law amendments to sever a dwelling at 4854 Concession Road 5 in Clarke. The meeting will be held in Council Chambers at the Municipal Administrative Centre, 40 Temperance Street, Bowmanville, and will also be live streamed.

The applications are at the start of the planning process and have not been approved. The municipality is required to process development applications, and staff will evaluate each file. Residents can provide comments at the public meeting or through the proposal webpages.

For 2600 and 2798 Green Road, The Biglieri Group has applied on behalf of Delpark Homes for a Zoning By-law Amendment and Draft Plan of Subdivision. The municipality says the proposal conforms to Clarington’s Official Plan. The plan outlines a total of 222 dwellings:

  • 45 single‑detached lots on an 18‑metre‑wide crescent‑shaped local road
  • A medium‑density block with 177 apartment units in a four‑storey building, with vehicle access from a 15‑metre‑wide public road
  • A park and a stormwater management pond
  • A 5‑metre road widening along Green Road

At 4854 Concession Road 5 in Clarke, Clark Consulting Services has applied on behalf of Thornlea Holsteins for Official Plan and Zoning By-law amendments to facilitate the severance of a dwelling no longer needed for a farming operation due to the consolidation of non‑abutting farm parcels. The proposed severed parcel (dwelling) is 0.32 hectares, and the retained farm parcel is 38.57 hectares. More information is available at www.clarington.net/4854ConRd5.

Those who wish to speak online must pre‑register using the municipal delegation form at www.clarington.net/delegations by Friday, October 17, 2025, at 3:30 p.m. In‑person attendees do not need to pre‑register.
