Region of Durham Advances Newcastle Water Pollution Control Plant Upgrades, Completion Expected in 2027

The Region of Durham has awarded a construction contract for upgrades and capacity rerating of the Newcastle Water Pollution Control Plant (WPCP) at 1000 Toronto Street in the Village of Newcastle. According to the Region, construction is underway, with completion targeted for the second quarter of 2027.

According to a 1991 Municipal Class Environmental Assessment (EA) Study, the upgrades are intended to address anticipated growth in the Newcastle urban area. The study recommended phased capacity increases, which led to the plant's original construction in 1995 following a 1992 addendum.

In 2020, the Region initiated another Class EA addendum to review design alternatives for expanding the plant’s treatment capacity and to confirm that earlier recommendations remained valid under current planning and legislative requirements. The Notice of Completion for this latest addendum was filed on November 24, 2022.

After a detailed design phase, the construction contract for the current project was tendered in August 2024 and awarded to Maple Reinders Constructors Ltd. The Newcastle WPCP provides wastewater treatment for the Village of Newcastle in Clarington. Project documents, including environmental assessments and correspondence with municipal and conservation authorities, have been published by the Region of Durham.
