Request Made to Remove Holding Symbol at 1697 Highway 2, Courtice

The Municipality of Clarington has received a request from 1000792702 Ontario Inc. to remove a Holding (H) symbol from the Urban Centre Mixed Use ((H)MU3) Zone on the first phase of 1697 Highway 2 in Courtice. According to a municipal notice dated June 16, the Deputy CAO of Planning and Infrastructure Services intends to approve the by-law amendment to remove the symbol on or after July 2, 2025. The municipality states that the conditions required for removal have been met for Site Plan application SPA2022-0031.

An “H” holding symbol is used by the municipality to require that certain conditions be satisfied before land development can begin. In this case, the conditions included entrance requirements set by the local road authority, provisions for access between neighbouring properties, and ensuring that a new entrance would not prevent redevelopment of other lots in the same block.

For properties north of Durham Highway 2, the municipality required an Environmental Impact Study, with recommendations from that study incorporated into the approved site plan. The development also needed to be serviced with municipal water and sanitary sewers. The municipality reports that appropriate arrangements for a signed site plan agreement associated with SPA2022-0031 have been fulfilled.

Municipal notice states that appeal rights concerning the removal of the Holding Provision are limited to the property owner; third-party rights of appeal do not apply. However, individuals may submit written comments or request notification about the decision by contacting the municipality in writing by noon on Wednesday, July 2, 2025.
