Clarington Council adopts municipality-wide Community Improvement Plan effective Jan. 1, 2027

Clarington Council adopted a new, municipality-wide Community Improvement Plan (CIP) at a special meeting on Aug. 10, 2026, with the changes set to take effect Jan. 1, 2027.

The updated plan expands the area eligible for CIP incentive programs by designating all of Clarington as a Community Improvement Project Area, replacing the previous approach that focused on separate areas in downtown Courtice, Bowmanville, Newcastle and Orono.

According to the Municipality of Clarington and Invest Clarington, a CIP is a municipal tool used to provide financial incentives that encourage new development, redevelopment and property improvements.

The updated CIP includes 15 incentive programs organized into six focus areas.

One focus area is downtown commercial improvements, which the municipality said includes incentives for façade improvements, signage upgrades, accessibility improvements, building renovations and new commercial space in Clarington’s historic downtowns.

The housing focus area includes incentives aimed at creating additional dwelling units and affordable, purpose-built rental housing.

For employment lands, the plan includes incentives for industrial business expansion and what the municipality described as major new investment.

The on-farm diversification focus area includes incentives tied to agri-tourism, value-added agricultural businesses, and building and signage improvements.

Another focus area is brownfield redevelopment, with incentives for the assessment, cleanup and redevelopment of underutilized or potentially contaminated properties.

The sixth focus area covers conference and banquet facilities.

Applications submitted and deemed complete before Dec. 31, 2026, will continue to be processed under Clarington’s existing Community Improvement Plans, according to the municipality.
