Clarington Council Approves Bowmanville East Urban Centre Plan

The Clarington Council has approved the Bowmanville East Urban Centre Secondary Plan. This plan was developed with community consultation and aims to balance the preservation of Bowmanville's heritage with the need for growth and modernization.

The Bowmanville East Urban Centre Secondary Plan is the first to be approved under Ontario Regulation 525/97 since Clarington assumed planning authority from Durham Region on January 1, 2025. This change is intended to streamline the planning process and provide Clarington with greater control over local development decisions.

The plan covers a 127-hectare area, including historic downtown Bowmanville, business districts, and key sites such as the former Goodyear manufacturing lands. It focuses on transit-oriented development, the preservation of natural heritage, and a mix of residential, commercial, and institutional uses.

According to Mayor Adrian Foster, the plan envisions East Bowmanville as a vibrant and sustainable community, celebrating its historic character while adapting to future needs.
