Clarington council approves Soper Springs Secondary Plan for north Bowmanville
Clarington council approved the Soper Springs Secondary Plan for north Bowmanville on April 28, 2026, setting out planning policies for future housing, parks, multi-use paths and trails, environmental protection and supporting infrastructure in the area.
For residents, the secondary plan sets the rules the municipality will use to review future development in the Soper Springs plan area, including where buildings and businesses could go, how tall they can be, and what roads or parks would be required.
Mayor Adrian Foster said the plan “lays out how this area can develop” and that it “won’t change anything overnight.”
According to the municipality’s summary of the plan, Soper Springs neighbourhoods are designed around a planned network of streets and multi-use paths and trails to connect areas within the community.
The plan also identifies parks and green spaces throughout the plan area, supported by a connected trail network linking residential areas, natural features and community destinations.
On environmental features, the plan sets policies for the Natural Heritage System, including lands associated with the Soper Creek tributaries.
The municipality said the secondary plan was developed alongside an integrated Municipal Class Environmental Assessment for new road infrastructure, to consider environmental impacts in transportation and servicing decisions.
The plan includes a range of housing types, including affordable housing options, and places housing areas near community services and parks, according to the municipality.
