Durham Police Alert Public on High-Risk Offender in Oshawa

The Durham Regional Police Service (DRPS) has informed the public about the release of a high-risk offender, Keith Theodore Constantin, who is residing in Oshawa. Constantin, age 45, has a criminal record that includes offenses such as Sexual Assault, Sexual Assault with a Weapon, Assault with a Weapon, Assault, Robbery, Possession of Explosives, and making Threats. He has repeatedly violated probation conditions.

The DRPS has outlined several conditions Constantin must adhere to following his release as per section 810.2 of the Criminal Code of Canada. These include avoiding areas with children, not entering places like daycares and schools, abstaining from drugs and alcohol, observing a curfew, and submitting to electronic monitoring.

Residents are advised by the police to report any suspicious activities. The DRPS utilizes the Community Safety and Policing Act to disclose information about individuals deemed to be high risk, aimed at enhancing public safety.
